Constructor / Operator License Categories (C-6 → C-A & O-6 → O-A)

What each category means (single-project limit, engineers/PCPs, typical bank balance):
PCPs = Professional Credit Points (points awarded per employed engineer; PEC publishes the PCP requirement per category).
- C-6 (entry)
  - Project limit: PKR 25 million
  - Engineers / PCPs: ≥1 Registered Engineer or 5 PCPs
  - Indicative bank balance: ~PKR 1.5 million
  - SECP company: Not mandatory
- C-5
  - Project limit: PKR 65 million
  - Engineers / PCPs: ≥1 RE or 5 PCPs
  - Indicative bank balance: ~PKR 3 million
- C-4
  - Project limit: PKR 200 million
  - Engineers / PCPs: ~15 PCPs (often ≈3 fresh engineers)

Operator (O-6 → O-A) follow the same idea but for operation/maintenance works; PCPs mirror Constructors at each level. PEC sets Standard vs. Provisional PCPs (e.g., C-1 Standard 90 PCPs; C-1 Provisional 45).

Who: Firms providing design, supervision, and consulting (not executing works).

- Valid engineers (RE/PE) employed and listed with PEC
- Company/firm docs (CNICs, NTN, SECP where applicable)
- Proof of experience/project references as relevant to codes
